Gateway Counseling Center has established itself as one of New York City’s most dependable providers of OPWDD services for adults with developmental disabilities. Certified by the New York State Office for People with Developmental Disabilities (OPWDD) and the New York State Office of Mental Health (OMH), Gateway delivers a full continuum of state-approved programs — from structured day habilitation to one-on-one community support — serving adults across all five boroughs.

Rather than offering a single program type, the organization has built out a service model that covers the most commonly authorized OPWDD supports, allowing participants and their Care Managers to structure a schedule that fits individual needs and Life Plan goals — without coordinating across multiple providers.

A Full Range of State-Certified Programs

Gateway’s OPWDD program portfolio includes:

  • Group Day Habilitation — structured daytime programming at Gateway facilities, focused on skill development, social interaction, and daily living skills
  • Group Day Habilitation Without Walls — community-based programming that takes participants into real-world settings, from local parks and cultural institutions to neighborhood businesses, to practice skills where they’re actually used
  • Supplemental Group Day Habilitation — evening and weekend programming for individuals who benefit from additional hours of structured social and recreational activity
  • Community Habilitation — individualized one-on-one support provided at home or in the community, tied to goals the participant has identified in their Life Plan
  • Family Support — services designed to address developmental and behavioral needs within a family context, including access to funding to offset related expenses

In addition to its OPWDD programs, Gateway holds OMH certification for its Continuing Day Treatment program, which supports adults managing mental health conditions alongside or independent of a developmental disability diagnosis.

What Certification Means in Practice

OPWDD certification isn’t a formality. Certified providers must meet ongoing state standards covering staff training, program documentation, individual rights, health and safety protocols, and outcome tracking. For families, working with a certified provider means the program their loved one attends is subject to external oversight — not just the provider’s own standards.

Gateway has maintained its OPWDD and OMH certifications continuously for over 30 years. That track record matters in a service sector where provider quality can vary considerably even among certified organizations.

Practical Support That Reduces Barriers

Beyond the program structure itself, Gateway has built in supports that address common barriers to consistent participation. Participants enrolled in day habilitation programs receive free transportation to and from Gateway locations, as well as free meals throughout the program day — breakfast, lunch, dinner, and snacks. For many families, these aren’t minor conveniences; they’re the difference between reliable attendance and irregular participation.

Gateway’s intake team works directly with OPWDD Care Managers to coordinate enrollment, align program selection with Life Plan goals, and support families through the administrative side of getting started with services.
